Militancy maxes at 10, so anything above 10 is unobtainable, so you dont need to worry about rebellions for you, or the AI. This makes rebels unable to rise other than through an event. You can also change this to something higher than the default values but lower than 10 to reduce/slow rebel spawns instead of disabling it (or have fun and lower the number so rebels spawn insanly fast!).
